A Visual Studio add-in, located under the Tools menu. The Process Template Editor provides a graphical user interface for customizing work items field, workflow and the form and process templates. Clone builds definitions easily and copy work item paths. Collaborate and share with your teammates within Visual Studio using the new Team Members page in the Team Explorer tool window. You can communicate with your team through instant messaging, share queries and components, create workspace templates, and track your sprint progress. We usually try to have them available in the RC timeframe but we just can't this release.

Power Tools are a hold over from the pre-quarterly update era. We've gradually been draining them into the product but haven't gotten them all yet. TFS Power tools released. Originally Power Tools had been a vehicle to deliver out-of-the-band features to TFS and with the new 3 month update interval of TFS it is very likely that future Power Tools will no longer be published.

My comment above was in response to your comment that power tools will go away. What ever the vehicle I would like to have the clone functionality. Or you can wait for the power tools of VS Then the option is wait for power tools of VS version to release. From earlier posts I would have expected this to work as it is the 'workaround' until powertools for are released.
